The length of the sole, measuring from the leather heel straight across to the leather toe, it is 10.5" However, there is a slight grade in the boot so stretched out flat, the measurement could easily be 11-11.25", which is exactly what the measurement is for the sole of the boot is: 11.1/4". This outer sole, which a lip around it. Perhaps Tony Lama and boot makers make the sole with the lip to show the actual measurement you are asking for. So 11.25", 4.125"
