Toddler zip up boots size 25

Used Boys Boots. Size says 25, fits like 9. these sip up & velcro in great condition with the exception of the small scuff on each toe (see picture) I loved these boots! they look great with casual or dress! My little one just grew out of them. Smoke-free home!
