Tibi poplin and wool dress

I got this from a Tibi sample sale. Not sure if this dress got produced. Top is cotton poplin and bottom is wool I believe. Neckline has a half tie with pop up color. As it was a sample dress there is no size or materials label. Tibi makes all their samples in size small or size 4. Note I believe they used this dress in a photoshoot as on the inside of the chest area there seems to be make up stains. I tried to wash it out but it would not come off. However you can’t see the light stains when wearing it. On the lapel they seemed to have sewed in some tiny black fabric scraps. I took a photo attached. You can’t see it when the dress is dry but you can see it when it’s wet. You can machine wash on delicate and hang dry. I’ve worn it once and falls around the calf. Measurements are in the photos.
