cheylee522 @therealshoediva So I went to look at them and they are actually a 88% recycled polyester and 12% spandex blend, but they are so soft I always thought they were cotton! The measurement from seam to seam in the waist is 9 inches so 18 inches around, my daughter is pretty average sized and wore them age 4-5ish
