The skirt is crinkling (the texture & construction of the fabric- the panels/stripes are all sewn on so they are a little stiffer- see all photos for detail). There’s a pull/poke in the fabric at the top right shoulder (pic #9). May have trace lint due to the color/texture of the fabric.
