It's brand new with tags but I'm going to say pre-owned. Rover is a bright red dog with black button eyes and a larger black button nose. He has short legs and long floppy ears. Rover was released on June 15th 1996. His birthday is on May 30th 1996. He was retired on May 1st 1998.
