THANKSGIVING CLASSIC Preppy 💚🩷💚 Vintage Kilt from Scotland

I don't know what plaid this is but the slate blue and red make a nice combination. It says 14 but that's in Scotland so I don't know what the American equivalent is. Based on the way it fits me I would guess petite six? The straps are leather. Measurements are in the photographs.
