Sky & Sparrow Off-the-Shoulder Crop Top is cute & flouncy. Features ruffles gathered around the elastic band at the neck. The band allows you to pull the top down on your shoulders. Flutter sleeves continue the bouncy/flouncy look. The peplum "skirt" at the bottom provides more flounce. Seven buttons down the front which are not functional. Top pulls on over your head.
