tiggsmcgee @cohenclaire09 Lying flat - measuring exactly 4 inches from top to where MY hips are is 17 inches across, unstretched. It's very stretchy, I don;t have big hips, nor a bubblicious booty - I don;t wear low nor do I wear this high - mid-waist - SO, I have no idea where YOUR hips would be in this skirt - help?
