Pit to pit measurement please?

Hi!  Sorry for the delay, I was trying to get an accurate measurement. The material is stretchy so hanging loose it is 19 which goes from top of shoulder to bust line but if you pull it tight, it stretches nicely to a 21 that is the under piece. The over part hangs loosely over it so if it was snug, you wouldn’t be able to tell.
