Shashi labradorite and seed bead strand with tassels SEE MEASUREMENT

Beautiful strand of labradorite beads along with seed beads in clear, gold, and silver colors. Has a set of teal tassels on the end. Does have a clasp. Clasp shows tone loss, but this is in otherwise good condition. I'm absolutely baffled by the length of this item - I cannot figure out what kind of jewelry it is supposed to be. Just shy of 13" with a half inch extender. This is too long for an anklet, and too short for a wrap bracelet or a necklace on an adult.
