These vintage reproduction glass cup plates were made by Pairpoint in the 1980s as a bicentennial-themed fundraiser.  Great gift for a politician, realtor, airB&B, etc. These can be used as coasters or small decorative plates made of pressed crystal glass. 
The plates feature the Great Seal of the State of North Carolina.
