NWT halter evening gown by White House Black Market. As you can see in the third picture, at the end of the deep V neckline there is a silver and kind of rounded square-shaped ring with a clear jewel on the top and bottom there is also ruching around the waist. A small portion of the back is smocked so I believe a larger bust could also fit this dress. Material is very light and fluid! Will post a picture of the length and am always willing to provide measurements or additional photos.
