Waist measures to 13 in (26). Has an elastic bend, but only on the back of the skirt, not front.
New with tag, perfect condition.

@ijk3 hey girl. So I did some research and I am imagining it would, based on what the size guides I found online say. A size 4 in jeans would equal out to 26 or 26.5 inches.
