@itsyagirlkari i'd say it can really go either way! there's a lot of room for adjustment and it's made to fit sweaters/layers underneath it. also, with the waist belt you can really control how it fits. i'm usually an xs and it was not too fitted at all -- i could fit layers underneath if i needed easily.
