emelywoeber @margo971 it gets full but that picture below was puffed up intentionally. It does get more poofy than the top pic that was straight out of the package. It comes almost flat. My daughter has worn this once now ^.^ so I’ll likely take an offer

emelywoeber It’s one layer double looped to hold the Pom poms and then another single layer under that and then the white layer. Over all I’d say 4 layers of fabric?
