Has the bottom been cut? Raw hen?

Correct. Good eye! It has a raw hem. It came this way when I bought it, though I had the hem taken up by an inch or two to be more flattering. I asked the seamstress who did the "hemming" about this, and she explained that it is common in these double knit fabrics, as there is no unraveling.
