I am not sure of the artist but I can tell you it is a specialty artisian handcrafted piece from a high end shop in Whitefish MT Feathers, metallic chains and rhinestone streams fall (about 3") from an adjustable satin choker adorned in rhinestones, pearls, silver beads, gold/amber and clear rhinestones... a whole lotta bling!! So feminine but at same time rock girl chic! The choker is quite rigid and sits well on the neckline, laying flat, 6" at smallest notch, about 8" at longest option. Would say can fit most neck sizes...if you have a tiny neck, it will sit lower. Larger neck - it will fit more choker style This is a piece! It has some weight to it, the base does not flex.
