Would this fit a 2-4? What part of the dress makes it so small?

@virdenol to be honest I’m not sure why it’s an xxs. It’s a very flowy dress but there Is a zipper. I would say the only thing that’s tight is the waste and I wouldn’t necessarily say tight. The fabric just doesn’t stretch so there is no give if that makes sense
