Rare One of a Kind Custom Action Figure "Indigo Tribe The Atom" Super Hero

Rare One of a Kind Custom Action Figure "Indigo Tribe The Atom". This is a custom made character by someone using the body of (I think) a GI Joe. Appears to be The Atom from Green Lantern, he doesn't come with any accessories besides the clothing in the pictures. I'm unsure if this figure is completed but still neat. Please see pictures.
