Ralph Lauren‎ Napkin Rings Twist With Balls Silver Tone Set Of Four NWT

The code on these, per the tag, is SIL. I can't tell if they are silver plate or dirty stainless steel. They have a mottled appearance and I'm not an expert. There r three with tags attached and one that appears new though is NWOT as it only has the made in China sticker on it.
