NWT Rachel by Rachel Roy Black see tags. Medium Says 100 cotton but i have the large and it does stretch out if you want it too. Super cute as a summer dress. Or tunic with leggings shorts etc. this can fit a 4/5/6/7 size. Ruching on sides. (I found in a large which is better for me ).
