RCA Portable LCD Color TV Model 16-3051 Radio Shack 2.7" Screen

This device appears to be new in an open, damaged box. The TV powers on but I can't get it to tune in to a channel. I have no idea what I'm doing either, so it could be user error. There is no charger. The TV works on 4 AA batteries.
