rockafilly1950 @lacyvonv there is some stretch to the fabric. at rest it measures 14" flat (28" around) and it has about 1.5" to 2" stretch (maxed).

rockafilly1950 It zips up the back, so just keep that in mind. I'd say a safe allowance for the waist would be 29.5" around. Hope that helps. Let me know if you have more questions.
