Classic pillbox hat or fascinator with a birdcage veil (dotted/patterned net veil) and prominent ribbon bow, a style particularly popular in the mid-20th century, notably the 1950s and 1960s. The netting has some holes, see images.
The fabric shown is a satin with a dotted jacquard (or clipped dot) pattern.
• The base has the smooth, lustrous sheen typical of satin weave.
• The small raised dots are woven into the fabric itself (not printed or embroidered), which is characteristic of jacquard weaving.
• The dots look like tiny clipped or tufted knots, often called dobby dots or swiss dots when done on lighter fabrics.
So, more precisely, this is a polka dot jacquard satin (referred to as swiss dot satin, texture is more pronounced).
