This appears to be a vintage wine or champagne bottle holder that collects the moisture from cold bottles. The exterior appears to be pewter, but the marks appear to be a crown and CPM. There is a grape vine motif on the edge. Felted bottom. Bottom edge appears pinned/nailed. The center appears to be brass and angled to allow the moisture to follow.
