This dress by Parker is in excellent condition! It is a pull on style with smocked elastic around the waist and short flutter style sleeves. There is a smocked detail on the top of shoulder. Neckline ties in the middle creating a keyhole. Skirt is flared and has some movement. Fabric is a poly chiffon with colorful confetti dot print.
