Papillon Navy Dress W/Beige Anchors, Size S

There’s so much to love about this dress! There is elastic in the waist, piping and ruffles around the arms and neckline, two layers of ruffles at the hem, and a matching tie belt to finish it off. There is a small stain/mark on the back of the dress near the hem. (See photo.) This will be reflected in the price. This seems to run smaller than a true small. See measurements.
