andiedunn @pattyzinha100 I would say it sits on the waist. I'm not able to measure it until Thurs. or Friday. I could give you measurements then. This is a real pretty skirt! Almost vintage like but only because it was purchased years ago! In excellent condition too! Thnx for your interest!

andiedunn @pattyzinha100 Apologies for the late reply. I'm hardly in my inventory! I edited 2 pics for u. It's 15' across the top. Because this skirt is of an older style, it probably fits on the waist and because this is not a pencil skirt, it is possible that it stretches at the hips for a nice fit.
