My daughter wore this dress in a wedding, it is size 12 months. She wore it at 9 months and can still fit in it at 2. The sides expand so you can tighten to fit. Its a very full dress but I do recommend wearing a petticoat with this. I guess the way it was shipped it seems to lay more flat then it should. The side ribbons were cut shorter since they drug the ground but still have plenty if length. Around the bottom ruffle I did find a couple small torn places, and zipper has some loose threads.

mothersixboys @lynnlynn15 I can try to measure it for you. It's kinda hard to tell for sure based off measurements because if the poof to it, it that makes sense. For my daughter it was floor length around the 9-12 month mark. Right now she wear size 2 and it comes to her knees or just below.
