Nwot INDIES France Sheer Block Iconic Summer Dress Shirt Piece s

thanks to my aunt visiting France I received some very iconic but confusing pieces to try and sort out for wearing in LA..is this is shirt?. is this a dress?it's preppy but edgy but classic but with modern twist..would Rick Owens make this for a resort collection? I had a lot of questions I think it's both a dress or layered top... it doesn't come with a sublayer but I put it over my fp bike shorts and my aunt sent me some pics of it worn over lace mini skirt . it vibes preppy to me and I'm either maximalist edgy (prob could style it Coco Chanel if I had to But it's very hot in LA so I feel like this would be better rocked in New York or somewhere that gets wind or a reason to add leather) nwot
