Necklace bib costume cobalt blue adjustable length

This necklace has a silver toned chain with cobalt blue 'stones'. Unsure of the material but it seems like a plastic or resin material. Adjustable length at back neck. Total length is about 11" from center back to bottom of lowest 'stone'. Chain on right side is slightly discolored. Never worn, no tags.
