@ellenigraves Hi! Yes, this dress does run small. The bust will fit between a 36-38, the waist will fit a 28-30, and hips will fit between 39-41. the materials does stretch a little as well.
I normally am a size 12, I recommend this dress for anyone who can fit a U.S. size 8 - size 10.
