NWT Forever 21 dress

NWT Forever 21, size small, short dress. Blue jean-like material with black, velvet patterned designs throughout. Slightly stretchy material with adjustable straps, and a zipper enclosure on the side. Measuring 13” across and 25.5” in length from the top of dress (not top of straps). Never been worn. Smoke free home.
