It does have puffy sleeves and a ruffle tier at the bottom. I believe it is supposed to be loose fitting on. I do not see any flaws with the dress. The waist is about 18 inches and pulls to a max of about 19 inches. At the max, it might be tighter on. Length from armpit to hem is about 24 inches. Length from the top of the shoulder to the hem is about 33 inches.
