NWT Cato black white blouse/jacket size 14/16w

Not sure what to call this. It is like a cardigan/jacket but thin flowy material like a blouse. New with tags, never worn. Black and white polka dot and floral combination. Ties in the front. Size 14/16w. Would run small if you are big busted.
