The black set is brand new in package and the white set is brand new without package, but will come wrapped separately with an elastic in a clear cello pouch. Both sets of laces are the same size, I believe meant for Kid's shoes. They may fit larger size shoes if your measurements are equal to or less than the measurements provided on the back of the package.
