NWOT Girl’s Cheering Skirt

Girl’s black or may be a very dark navy blue. I’ve held it in several different lightings but I just can’t tell. I’m leaning more towards the navy blue. Wide elasticized waistband. Nice quality fabric. Stitched on star on the left side is filled in the middle with mirrored circular ornamentations (similar to sequins). Someone please let me know what the proper term is! They’re highly reflective when light hits them. These same sparklers are lined along the hem on the front & back side (see pics 3&4). Split on each side of skirt. This could definitely be worn at a football party rooting for those Cowboys! No size label but I’ll take measurements for anyone interested. Looks to fit anywhere between 10-14. Very well made. I think it was made for a cheering squad.
