NWOT Express Color Block Skirt

NWOT (still has plastic part of the tag attached) White and Black Color Block Skirt from Express size Small but Listing as a Medium runs like a Medium (4-6) in my opinion. Was too big for me and I am usually a small (0-2). Black tie with gold hardware.
