NWOT 2 or 3 T?? Christmas Dress

This dress was in a sealed mfr bag which I opened for pictures. there is no size indication on any tags. measurements in photos are approximate. waist is elastic with a tie in back ribbon. I'm guessing around a 3T but I've zero children so it's strictly a guess.
