Can you provide the bust measurements of the dress? Is there stretch to the dress fabric/structure?

The top/upper portion of dress is polyester, the bottom half is mainly a tiered tulle fabric. The lining is a soft polyester . It's not a stretchy dress. Fitted because of structure lace overlay and tulle design.
