New without tags; has defect. Defect being a 7.0" on the front left side of the top. Also, the Frank & Eileen tag has a tear. Please see pictures, thank you. A super cute lightweight striped cotton knit fabric, capelet sleeves and raw cut seams. Fabric is 100% cotton. Being a lighter color the fabric and seams may be dusty (not stained) from store warehouse but nothing overt.
