New with tag; has defects. Defects being the cinching string along the back waist seam is a little shorter and we were able to get it back into the seam to tie. An experienced seamstress should be able to fix or replace IF needed. It's not super short and ties well, but could come out if not careful. Also, the size tag and fabric tags are not attached (maybe due to the defect). We did measure this with another size Small in our inventory, however we can provide additional measurements on request.
