If i recall correctly I belive its a slip on style as described in the listing but I can doublecheck for you. The seam to seam measurement of the skirt when laid flat is about it 15".📏📏 If I stretch the skirt at the waist it can stretch to about 18" seam to seam. 😊 because of the type of material and style of this skirt, I would consider it true to size.👍I also have this skirt in a medium👍💕 Let me know if I can be of further assistance.💋
