This skirt was purchased new from ModCloth and has been worn two times. Once for a mommy Minnie Mouse costume and another time as part of a Raggedy Anne costume. It always reminded me of a cute ice cream parlor skirt.
This skirt is super lightweight and unlined, but opaque enough to wear without a slip under it.

@kduckify sorry for the delayed response! I posted two additional photos to reference for measurements. The flat waist is 13.5” (fabric has no stretch). Length is 21”.
