New and unused but without original box as this was originally part of a set but never been used or tested. The inner rubber band that holds the brush together is still intact. To use for the very first time, you must remove that cap and unveil the brush and remove the inner rubber band holding the bristles together. Then push back the brush bristles back and place the cap back on. Then proceed to tap the capped end of the product on a hard surface like a table or counter about 3 times. Then remove the cap and you should see that some of the powder has dispensed into the bristles and is ready to be used to apply. Instructions on usage could be found online as well.
