Maurices Sweater W/ Sequin Elbow Patches Size XL

This has been worn and washed some, but is still in good condition with a good amount of life left. I circled what appears to be a dust mark and another spot on the sweater. I believe the dust mark will come out in the wash, but I am unsure as to if the other spot can be removed, as I don’t really know what it is. I have included a photo of the fabric content tag.
