Maroon flowy dress with cut-out shoulder sleeves

Beautiful maroon dress with tassels on the front. Size small, fits to size. Shoulders are cut out for that stylish look. Never worn before but small rip under the left elbow of the dress (last pic) . It's along the seam so it can easily be sewed!
