This is the classic M.I. Hummel figurine, "Happy Traveler" (model 109/0), designed by Arthur Möeller in 1938.
The porcelain piece depicts a rosy-cheeked young boy merrily marching forward, his left foot raised high in a spirited stride. He wears a brown hat and a green jacket over brown trousers and boots. He carries a closed, bright red and black umbrella tucked securely under his arm, suggesting he's ready for adventure, rain or shine.
The mark on the base, a stylized blue bee within a V and the inscription "W. Germany" (clearly visible in the bottom photo), indicates it is a Trademark 3 (TMK-3) figurine, which dates its production to the period between 1960 and 1972. The number 109/0 denotes the smaller version, typically standing about 5 inches tall.
