Hi there is the under layer of skirt part attached at seam or can it be cut/shortened ?

@michouxo The underskirt is a shorter separate layer that attaches at the waist. The chiffon layer lays on top of it separately so either one can be hemmed shorter if desired. I hope I understood your question.
